Nach der Russischen Revolution und dem Ersten Weltkrieg erklärte Lettland am 18. November 1918 die Unabhängigkeit und konnte diese im Lettischen Unabhängigkeitskrieg durchsetzen. Ab 1920 hatte Lettland neben Sowjetrussland mit immer mehr Ländern diplomatische Beziehungen und war im Völkerbund vertreten. Die Minderheitsgesetzgebung war zur damaligen Zeit relativ tolerant.
Nach einem Staatsstreich durch Kärlis Ulmanis endete die Zeit der parlamentarischen Demokratie 1934, und der Staat wurde von ihm autoritär regiert.
Während des Zweiten Weltkrieges wurde Lettland zuerst von der Sowjetunion, später von Deutschland besetzt. Bei Einzel- und Massendeportationen wurde während der sowjetischen Besatzung rund ein Prozent der Landesbevölkerung in Gulag-Lager und in die sogenannte Sonderansiedlung deportiert; daran waren auch lettische Kollaborateure beteiligt. Fast die gesamte jüdische Bevölkerung Lettlands wurde während der nationalsozialistischen Besatzung ermordet; auch hier beteiligten sich lettische Kollaborateure.
Gegen Ende des Zweiten Weltkrieges wurde Lettland wieder von der Sowjetunion besetzt und als Lettische SSR der Sowjetunion angegliedert.
